The detailed guidelines, conditions & instructions for the direct recruitment to the cadre of Postrman/mailguard to be held in the year 2013 are given below, which must be read carefully by the applicant and satisfy himself about the eligibility to the post of Postman/Mailguard and then apply for the same. It will be presumed that all guidelines, conditions and instructions are acceptable to the candidates who are applying the post:-
1. Last date for booking of application (only by Speed Post):- 16-08-2013
(The application booked after the last date mentioned above will not be entertained under any circumstances. Please note that all applications booked by Speed Post on or before 16-08-2013 will be considered irrespective of when they are received. Candidates must retain speed post booking receipt with them for any future reference.
2. Pay Band with Grade Pay:-Rs 5200-20200 (PB-1) with Grade Pay of Rs 2000 + Admissible Allowances
3. Age Limit:- Between 18 and 27 years (relaxable for candidates belonging to SC/ST upto 5 years& for OBC candidates upto 3 years and for Government servants up to 40 years in accordance with the instructions issued by the Central Government, for Ex-serviceman , relaxation in age as per rules & instructions)
Note: The crucial date for determining the age limit shall in each case be the last date
for booking of applications(16-08-2013) from candidates in India.
4 (a) Probation Period:- 2 years
(b) Training: – The training will be imparted to the selected candidates as prescribed. 5. Educational Qualifications:-Matriculation or Equivalent from a recognized Board or University. No minimum marks are prescribed.
6 Disqualification:  A person,
(a) Who has entered into or contracted a marriage with a person having a spouse living; or
(b) Who, having a spouse living, has entered into or contracted a marriage with any person, will not be eligible for appointment to the said post
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule. 7. Any person appointed to the said posts, shall be liable to serve in the Army Postal Services in India or abroad, as required.
8 Mode of Dispatch of application:- Application form should be sent by Speed Post only. The application received by hand, by ordinary post or by other means will not be considered at all.
9 Selection Procedure:- The selection will be purely on merit basis , which will be prepared on the basis of marks obtained in the Aptitude Test separately for each category. It is further stated that:-
(a) If two or more candidates secure equal marks in Aptitude Test and they are standing in the last position in the merit list, then it is clearly stated that the candidate senior in Age will be considered for selection.
(b) If two or more candidates secure equal marks in Aptitude Test and they are standing in the last position in the merit list & their Ages are also the same, then candidate who secured higher percentage in the matriculation will be considered for selection.
Pattern and Syllabus for Aptitude Test:- There will be an Aptitude Test of the level of 10th class/matriculation comprising of following four components/parts with total marks 100
PART A:- 25 Marks – 25 Questions on General Knowledge, Reasoning and Analytical Ability (Objective Type/Multiple Choice questions)
PART B:-25 Marks-25 Question of Mathematics (Objective Type/Multiple Choice questions)
PART C:- (Two segments)
(i) 25 Marks- 25 Questions on English Language-Objective Type/Multiple Choice questions
(ii) 25 Marks- 25 Questions on Hindi Language-Objective Type/Multiple Choice questions
DURATION OF EXAMINATION:- 90 Minutes
QUALIFYING MARKS:-
(a) Parts A and B:- Minimum 10 Marks for OC, 8 marks for SC/ST and 9 marks for OBC candidates in each part.
(b) Part C(Two segments):- Minimum 10 Marks for OC, 8 marks for SC/ST and 9 marks for OBC candidates in each segment
In addition to above, 40 % marks for OC, 33% marks for SC/ST and 37% marks for OBC candidates in aggregate should be obtained.
11.(a) The consolidated vacancy position for Delhi Circle as a whole is produced as under:

* Candidates selected against these categories, will be adjusted in their respective community against the vacancies earmarked in OC, SC, ST and OBC.

(i) Orthopedically Handicapped(OH) :- 08
(ii) Visually Handicapped (VH) :- 06 (Low Vision only)
(iii) Hearing Handicapped (HH) :- 05
Total: 19
(b) Low Vision:- ” Person with low vision” means a person with impairment of visual functioning even after treatment or standard refractive correction but who uses or is potentially capable of using vision for the planning or execution of a task with appropriate assistive device.
(c) The allocation of Division/1Units in Postal/RMS under Delhi Circle where vacancies exist, to the selected candidates will be strictly on the basis of merit of the Aptitude test as per their merit position . Choice of the candidate will be obtained at the time of verification of documents. The breakup of vacancies (Division -wise) will be made available to candidates at the time
of verification of documents before asking them to give their choice of Division/unit.
12. No TA/DA is admissible

It is important to note that, “NO DOCUMENTS WILL BE SENT WITH THE APPLICATION FORM.” The applicants are required to send the application form( duly filled by yourself/own handwriting) with self- address envelope, Size 9″x4″ (with postage of Rs 17/- who are residing in Delhi and with postage of Rs 40/- for other candidates residing outside Delhi ) in the attached white envelope to the address “The Recruitment Cell, Delhi Circle, Meghdoot Bhawan, Link Road, New Delhi-110001.”
